Templates cite the Oregon Public Records Law (ORS Chapter 192). Under ORS 192.324 the public body must acknowledge within five business days and respond within ten business days of that acknowledgment, subject to statutory exceptions.

Re: Oregon Public Records Request — BoxMiner / Hidden Pines / Jeff Keller correspondence — tax lot 221040000010
Date: [today's date]

To the public records custodian:

Under the Oregon Public Records Law (ORS 192.311 to 192.478), I request copies of the following public records:

All correspondence and communications between any City of La Pine official, employee, or contractor and BoxMiner, Boxminer.io, Hidden Pines, LLC, Jeff Keller, or anyone communicating on their behalf, concerning a proposed data center facility and/or the sale or lease of tax lot 221040000010 (Reed Road). Include any presentations, proposals, term sheets, and meeting notes exchanged with those parties.

Please include records in any format — email and attachments, text or other electronic messages, memos, letters, drafts, presentations, calendar entries, and handwritten notes — including records held in personal accounts or devices when used to conduct public business, for the period January 1, 2022 to the present.

Format and delivery: Please provide electronic copies by email to [your email] wherever possible, to minimize copying costs.

Fee waiver: I request a waiver or reduction of fees under ORS 192.324(5). Disclosure primarily benefits the general public because they document a proposed sale of publicly owned land and let residents evaluate the proposal and participate in the public process before any decision is made. If a full waiver is not granted, please send an itemized fee estimate and obtain my authorization before incurring any charge over $25.

Withheld records: If any record or portion is withheld, please provide a log identifying each withheld record and the specific statutory exemption relied on, and release all reasonably segregable non-exempt portions.

Timing: Under ORS 192.324, please acknowledge this request within five business days. I understand the response must then be completed — or a written statement of the time and any fees required must be provided — no later than ten business days after that acknowledgment, subject to statutory exceptions.

Thank you for your assistance.

Re: Oregon Public Records Request — SLED / EDCO communications on the proposed data center
Date: [today's date]

To the public records custodian:

Under the Oregon Public Records Law (ORS 192.311 to 192.478), I request copies of the following public records:

All correspondence and communications between any City of La Pine or Deschutes County official, employee, or contractor and the Sunriver/La Pine Economic Development (SLED) program, the Sunriver Area Chamber of Commerce, or Economic Development for Central Oregon (EDCO) concerning a proposed data center facility, the marketing or positioning of the La Pine Industrial Park, available power capacity, and any incentive or tax-abatement discussions.

Please include records in any format — email and attachments, text or other electronic messages, memos, letters, drafts, presentations, calendar entries, and handwritten notes — including records held in personal accounts or devices when used to conduct public business, for the period January 1, 2021 to the present.

Format and delivery: Please provide electronic copies by email to [your email] wherever possible, to minimize copying costs.

Fee waiver: I request a waiver or reduction of fees under ORS 192.324(5). Disclosure primarily benefits the general public because they show how a publicly owned industrial site has been marketed and what incentives may have been discussed using public resources.

Re: Oregon Public Records Request — Power-capacity and ratepayer-impact records for the proposed data center
Date: [today's date]

To the public records custodian:

Under the Oregon Public Records Law (ORS 192.311 to 192.478), I request copies of the following public records:

All communications and records held by the City concerning electrical capacity for a proposed data center facility on tax lot 221040000010, including communications with Midstate Electric Cooperative and the Bonneville Power Administration; any special-request or large-load applications; infrastructure-cost or upgrade estimates (line extensions, transformers, substations, interconnection); and any analysis of who would bear those costs or of impacts on residential ratepayers.

Disclosure primarily benefits the general public because they let ratepayers understand whether a large new industrial load could raise their electricity costs.

Re: Oregon Public Records Request — Land-sale documents for tax lot 221040000010
Date: [today's date]

To the public records custodian:

Under the Oregon Public Records Law (ORS 192.311 to 192.478), I request copies of the following public records:

All draft and final purchase-and-sale agreements, options, letters of intent, term sheets, memoranda of understanding, appraisals, staff memos, and related documents concerning the sale, lease, or transfer of tax lot 221040000010 (Reed Road), including any provisions on maximum buildout (megawatts), assignment or transfer restrictions, water/sewer conditions, and environmental conditions.

Please include records in any format — email and attachments, text or other electronic messages, memos, letters, drafts, presentations, calendar entries, and handwritten notes — including records held in personal accounts or devices when used to conduct public business, for the period January 1, 2025 to the present.

Format and delivery: Please provide electronic copies by email to [your email] wherever possible, to minimize copying costs.

Fee waiver: I request a waiver or reduction of fees under ORS 192.324(5). Disclosure primarily benefits the general public because the parcel is publicly owned and residents have a direct interest in the terms before any sale is signed.

Re: Oregon Public Records Request — Enterprise-zone and tax-incentive communications for the proposed data center
Date: [today's date]

To the public records custodian:

Under the Oregon Public Records Law (ORS 192.311 to 192.478), I request copies of the following public records:

All communications and records concerning enterprise-zone eligibility, the Deschutes County Rural Enterprise Zone, the Oregon Long-Term Rural Enterprise Zone program, or any other property-tax exemption or incentive for a proposed data center facility on tax lot 221040000010, including communications with Business Oregon, Deschutes County, and EDCO.

Disclosure primarily benefits the general public because tax-abatement decisions affect public revenue and should be visible to residents before they are granted.
